Ukraine War: Why would Russia stage a false flag operation?

The attack on the home of Vladimir Putin happened in the early hours of Wednesday, prompting the Russian President to blame Ukraine for what he said was a “terrorist act”.

However, some experts have suggested the attack may have been a false flag operation created by Moscow.
